Already had those settings set.
I have one reason more:

Maybe missing Files for Tmapi in your Folder or try a other Debug Eboot

Maybe missing Files for Tmapi in your Folder or try a other Debug Eboot
I've tried 3 different debug eboots. I can attach process to the ones I've used. If you have a debug eboot for black ops that you know works I can try that
