Does this come with the other dlcs as well like the season pass? sorta deal

The thread only has the updates and compatibility dlc, i do not remember if actual dlc comes with it. You will have to install and find out, also when installing updates make sure you install them in order, then the comp. dlc from 1,2,3 in order.

ok so i have an issuse for update 1.13 its too big so hoe do i get it on my ps3 without a usb?

If your on REBUG CFW like i would hope, simply FTP it to the HDD storage at hdd/packages i think it was, this will then allow you to go on your PS3, in Install Packages area and Install From Internal Storage.
