PS3 1.14 Draw Shader

Hello Everyone!

Here is a ghetto way of drawing a shader onscreen for local client only "Can be used for host/Non host only"

You can do more if you use this function R_AddCmdDrawStretchPic

But this way works if you really do not care how it looks i suppose.
This function is called CG_DrawNightVisionOverlay
