Grabbing IPs from Friends List?

Hey sorry if this is the wrong area to post this, but I heard people can't track people's IP by just being on their friends list. Like they don't even have to be in the same lobby together the booter can get the persons IP just by being on his friends list. Does anyone know how to do this? I'm willing to pay for the help. Thank you!
 
Lol i can grab IP's on Mw3 from all guys in the lobby (Router IP)
 
you can do it with a tool but the tool is private and dont think its going to get released as alot of people would abuse it
