Okay you guys before I get started typing my method on modding the complete edition watch this video and read the description so you can get a full understanding of what to do.
You will need:
GTA CE
Jailbreak or CFW
USB (Or you could download it to HDD but I didn't try that method, I'll update you all later)
The files from the video above
And a PC or Laptop (I used a Windows 7 Ultimate)
So I have GTA CE on disk, so I would go to multiman and plug in my USB.I went to GTA CE and pressed "copy" so I can have the files on my USB.After it copies, I went to the USB GTA CE and to game settings, I enabled BD-Mirror and external then put the USB onto my PC.Using the method from the video above I did just that and I was able to have mods on GTA CE.
