So, you are on REBUG 4.65.2 D-REX and your Debug Settings are gone. Well thats and easy fix to get them back however you cant play online with your System Mode in REBUG Mode.
Goto Rebug Toolbox and goto Selector>System Mode>Change to REBUG! This will then tell you to quit and it will force reboot!
Once rebooted, goto your Settings in XMB and at the bottum you should see Debug Settings... TADAA!
In order to play online again, go back into Rebug Toolbox and goto Selector>System Mode>Change to NORMAL!
Then the PS3 will reboot once again and your Debug Settings will be gone, and you can now access PSN once again.
- This is just to get to the Debug Settings if you need to change something.
Hope this helped some that don't know how to get the settings.
