So, if I happened to buy a PS3 that may have been sitting on the store shelves for a while, it could be at a lower firmware than 4.70, since 4.70 just came out. If the ps3 had 4.50 or lower from the factory, is it possible to install a 4.55 or higher CFW over it, thereby jailbreaking the console?

no, you would still have to use an e3 flasher to downgrade it.
 
What is it about OFW that is lacking in CFW then? Because you do not need an e3 to upgrade. Is there some type of code that the ps3 can read to know it's OFW vs CFW?
