Ask your provider for isp reset. Also use VPN but look for a low latency or you'll just lag around.

The only thing you can do in this case is to use a VPN and when or if your VPN Server goes down then use a different one. There is no RTM/RTE Tools that can you help you with this problem.

As above, set up a VPN and connect to that. It's unlikely that you're constanty being hit off because you are playing BO2 as a DDOS is sent from someone on purpose. This attack is probably personal as you either pay for a booter or spend time building a powerful botnet so if you've deranked someone or something they could be targeting you. In this case, they have your actual IP so the VPN won't protect against this person so you need to get your IP changed and then start using a VPN.
