When using the PS3 backup utility under settings, does it back up only the data on the user or all the users on the PS3 console?

What else should I know about PS3 backup utility?

So in other words, how confident are you that it backs up

all users

vs save data

vs all the stuff on the HDD?

Just want to get this straight is all.
