I had that same prob.. Check your debug settings. Look for NP Environment and change it to "np"
That's how I fixed my prob

Try reconnecting your PS3 to the internet. Go to internet connection settings, do all that stuff, and test the connection, then try creating one?

I had the same problem on my other ps3 when i clicked create a new account or existing it would lag for a couple seconds then it would say something about the server has timed out still never fixed it either.

Mom says dont go play with QA flags more than you should. I also agree with GIVEME-ALL, using https://account.sonyentertainmentnetwork.com gives u an account unlinked to any consoleid. That website somehow protects us xD
