It is a CID ban only on their servers. On 07/03/2014 this CID will be able to get back onto the gta servers, if it even lasts that long on the PSN network that is.

Ah, thanks for the tip. I was kinda thinking it was, but was unsure because I've never seen that message before. I highly doubt the id will last that long.
