Reasons For Being Blocked:
- Illegal Activity
- Unpaid Bill
- Blocked By Administration

Lets try and load www.Yahoo.com

Alright so if your like me your probably getting this message or something like it.

Lets download UltraSurf
DOWNLOAD

Extract anywhere, i extracted to desktop.

Run the program:

It will create some files, nothing to worry about.

Should connect to proxy servers right away...

Now lets try and load www.Yahoo.com

If this helped let me know. Also you can use Tor Browser if needed to.
