CID'S NOT WORKING FOR ME!

Alright, well I purchased a Console ID from Emanuel. He sent me the Console ID, which I pasted into CCAPI and set IDPS and boot IDPS. I restarted my PS3, made a new user and new account and it STILL says the system is banned. I tried settings it with PS3ITA manager, and I got the same results. If anyone could help me out with this issue, it would be much appreciated. Thanks :).
