I would say yes it does, if you look at the gifs he also posted you can see the options both CCAPI and TMAPI meaning it's compatible with CEX and DEX, also as BO3 only works on 4.70+ CFW I think you'll be okay.

none of the tools have worked for me so far ;(

Well I suppose it's to be expected, it's very early for BO3 Tools to be fully functional at the moment. However, I can give you a link to a Tool I believe Unlock All is working from comments I've seen. dll's are merged in the file

However, I can give you a link to a Tool I believe Unlock All is working from comments I've seen. if you are on CEX firmware the tool wont work, this tools is made for DEX only and i will tell you wy it wont work
the interval between two offsets isn't the same on CEX as on DEX, tool works 100% on DEX both CCAPI or TMAPI
