Update.rpf HELP

Hello guys I want to know how to edit my UPDATE.rpf or EBOOT.bin.

I wish to create a menu and maybe add a texture pack to my GTA.

Could anyone please link me to a tutorial or provide me with tools to edit these, I will be very pleased, thanks.
