I'm not quite sure and i haven't really figured it out yet, but i think it' may just be possible that most id's come from ps3's that's not being used, and some ps3 id's (the ones that get god mode) come from id's that someone stole from an ofw ps3' that they were playing with in a game and somehow used a cid stealer to get the id, therefore when the id got banned the person on the ofw called and got it unbanned, as for the cids from the ps3's that aren't being used there is no one on ofw to call and get them turned back on, because if you guys noticed this id was banned for 1-2 days and then it was re-activated.
