I recently factory reset my laptop and I re-installed net framework and c++ but now I cant open any rtm tools and some of them dissapear from the folder its in when I try to open it help please.

Disable your anti virus, or exclude them from being a threat!
 
Disable anti virus programs.

The programs will also react on some of the .DLL Files.
Like LIB Files -ect
