I've seen a lot of menus around here. I know menus, I have the best menu. It's back and probably not as good as before, but it's a work in progress. I will be working on this periodically whenever I have time. It's also free, so that's pretty cool I think? Some features have been omitted while I fix them, so please bear with me as it's been a while since I worked on any of this stuff. Also, please report any bugs to me in either a PM or on this thread and I'll see about fixing them ASAP.
Menu opens with R3 + DPAD Left, although it shows this in a dialog when you load GTA and in-game. If you don't see the dialog, you need to make sure the EBOOT is loading the SPRX using the right name.

1.5.1 UPDATE HAS: LOTS OF ANTI MODDER FEATURES LIKE DISABLE CAR FREEZE (WHEN OTHER MODDER ATTACH A CAR TO YOU THAT FREEZES YOUR CONSOLE)
AND ANTI NETWORK PTFX AND NETWORK EXPLOSIONS AMD DISABLE TASKS PROTECTION.
