CID Generator (?)

Hey, first of all sorry if this is in the wrong section.

I know there's no such thing as a CID generator but there are programs that create random "CIDs", most don't work but there's a small chance since every CID starts with 00000001008X000 as far as I know. about the X, in this video:

someone shows a "CID Generator" but the interesting thing is when he switches between regions it shows that the X is based on your region (4, 5, A etc.) so it shouldn't be that hard to make a CID generator or is there another important requirement for a CID? also do people who post CIDs find them with such generators? I know of the one in the video which seems "fake" since the guy says every CID is valid but Chuckie also made/released one on his YT channel which only seems to generate CIDs with 7, 4, 5 and A on the X's place.
