Full activation of Debug Setting by j0lama

The well known developer on the PS4 scene j0lama unveiled yesterday a .bin that allows to fully activate the debug setting on PS4 1.76 only.

This allows the launch of games in pkg debug. What is normally impossible on the PS4 marketed.
