This is a modders pool, in short terms you can't unfortunately play in public sessions as a script bypass is needed to do so. Yes, replace the default GTA V update.rpf with this one. You can go into public sessions, but not with other people as you will get a error if you attempt to join a ofw friend. Only with other people who have this.
