I don't think you can do it yourself, it needs a hardware device.

You can always use a off brand carrier that dont share data with large corporations. Your IEMI is a identification number for your phone (basically). They share the blacklisted number to stop theft and profit lost. If you can find a company thats new and not a sister company It should work. Sister company's are like Cricket and Metro PCS that basically rents there towers from ATT and T-Mobile. I believe virgin mobile is a independent company,


This will only work if you phone is unlocked and by the US law they must unlock your device if its not black listed or have a past due balance.


The Illegal method involves having root access and Xposed frame work.

Just google something like how to repair your IEMI
