HERE HOW TO FIX GTA 4 INFINITY LOADING LOLIPOP SCREEN

I had the same exact problem. i was trying to run mines with the mods. heres how i fixed it and got online:
delete the game data utility.

elitemossy patchblocker TOOL DOWNLOAD:

1) run elitemossy patchblocker on your windows pc.
2) take note of the IP on your PC screen, go on your ps3 internet connection settings and go to custom.
3) when u get yo proxy settings, enter the ip on your screen, into your ps3.
4) start the patch blocker on your pc and sign into psn.
5) let gta install its original data, and enjoy, ur pc must be on at all times ur playing ur ps3.
6) otherwise remove the ip from the proxy settings in the ps3.

If you can't find the tool patchblocker use this easy and faster setting without the tool

- Go on youre PS3 to Internet Settings
- Then to Proxy Server
- Tab this in it:
- IP: 192.168.1.144
- Port: 8080
- Delete the Patch
- Start the Game
- Enjoy Bypass
