try making a new account and try again works for me mate

EDIT: This only works on GTA 5 when a modder blocks your account, sorry i miss-read title

this problem cames with as sony made the option to re-name your psn account.
So every new created account get this problem.

If you got an older ps3 account try it with

you can create unlimted new accounts and you will get always the error with the server (I self tried with 10+ accounts)
