The tool include a lot of features that I will mention later. The tool support CEX/DEX and BLES/BLUS. There might be a few problems here and there, report them back and I should fix them.

You should have CCAPI 2.5 installed
Features:
Damage editor
(Change damage to 9999999.0 and cars will fly when you hit them or change it to 0.0 and hit your friends as much as you want with no damage done to them)
Dispatch editor (police tab)
(Change police, emergency and gangs vehicles to any vehicle you wish. It's a bit glitchy in multiplayer sessions)
Explosion editor
(change every thing the concerns explosion in this game. You can nuke the map with your explosive weapons or you can uncheck the bdamagevehicle box and explosives of this type wont do any damage to your vehicles)
Motion
(Change climb and reload rate. You can change your parachute speed (upward, downward and forward and backward). You can change gravity option that will effect recently spawned cars so you can do this LINK)
Weather editor
(Change weather option to make it rain or change ocean waves. It's basically a weather.xml editor)
Pedbouns
( Change peds mass or make peds jump around. Don't mess a lot with it or it will screw your game and have to restart)
Playerinfo
(Change player skills for online and offline. You can make your player do wheelies easily for long period of time)
TrainTracks
( Change train type from freight to metro train or change train speed)
Stats
( Change player KD for now)
Teleportation
Teleport to any waypoint in the map
Weapons editor
Mod your current weapons to shoot explosives or water. Change the force of your weapons to pull cars/objects toward you and a lot more.
Handling editor
Edit how vehicles handle.
Car mods
Change any car mods (LS custom mods) to any other vehicles you want to make crazy things like this
